Reviewing an existing package with major changes

If you can make it so that a user can type "yum update" to update the
packages and still use the application the same way as before then I
don't see a need for a re-review.

At any time you want to have a fresh review done of your package you
should feel free to set the flag accordingly and ask for a new review.
We only currently require a review when bringing a new package in, but
we shouldn't stop folks who want to get a fresh look at their package.
