Cleanup of packaging guidelines wiki
 

Hi,


I think the wiki pages for drafts that have been approved as packaging
guidelines should be removed, or moved to another namespace. Having the
approved stuff still around can be rather confusing.

Furthermore, the link at
https://fedoraproject.org/wiki/Packaging:Guidelines#Environment_Modules
is broken - it should refer to Packaging:EnvironmentModules instead of
Packaging:Environment Modules.
