Default Suggested specification to changelog guidelines

Hi,

I'd like to suggest
https://fedoraproject.org/wiki/PackagingDrafts/ChangelogStyles

for discussion. Now some packages mix the styles, which IMHO is bad
style.

I thought that the mass bump scripts checked which format has been used.
I'm not familiar with them, though.

I pretty much agree with Tom's arguments here. Jussi, if you want to put
this up for a vote you can but I don't think it would pass without showing:

1) what the benefits are

2) how to address Tom's concerns about old log entries, multiple
maintainers, etc.

Yes, I'm pulling this one out.

I don't think it is possible to forbid style mixing as releng scripts add new
entries during operations such as mass rebuilds without checking what the
current style is.
