So are we reaching a consensus here on "%{_libdir}/gfortran/modules"?
Does anyone have any technical objections to it?

I have put a proposal here:

https://fedoraproject.org/wiki/PackagingDrafts/FortranModulesDir

for consideration by the packaging commitee.

Did this ever get ratified? I'm starting to look at my .mod multiarch

It is ratified, I am waiting for
https://bugzilla.redhat.com/show_bug.cgi?id=373861
to go and fix packages.
