Default Spin webpage creation SOP (work in progress)

Sprinting on spins websites today, documenting the process:

The Allegheny teams working on spin webpages might find this
particularly helpful (er, as it becomes more and more complete). It's
largely based on (1) the questions you've asked, and (2) the answers
other people (thank you, Sijis and Paul in particular!) have already
given.
