Default Limesurvey update

For those of you curious about our status on the survey software
deployment, Eric Christensen (sparks) has been steadily driving us
through the needed packaging, and could use a hand if anyone can
package, wants to learn to package, or can review.

https://fedoraproject.org/wiki/Marketing_research#Infrastructure_Status
has everything, but the most important link is
https://fedoraproject.org/wiki/Things_to_do_to_finish_Limesurvey.

As of this writing:

* 1 package needs someone to hunt its license down (no experience
needed, just a willingness to search text for a while and possibly email
author/maintainers)
* 3 packages need reviews
* 5 packages need packaging

I had a look at the package, and the only license I have found is the
GPL which is on the list of approved licenses.

But someone please check because this is really important to get
right

It turned out to be a likely "Copyright Only" license -
http://lists.fedoraproject.org/pipermail/legal/2010-January/001078.html.

Thanks to Justin for chasing this down, with help from John and Jason -
now all datetimeconverter needs is a packager and a reviewer.
