Default Change requests

I'd like to complete the following changes.

Ticket 333: spam headers on bastion

Ticket 54: move to postgres on bastion

Ticket 280: move dhcp from lockbox to somewhere else.

I think the betawaves in my brain do that because I do it a lot.

okay - I'll be honest here. I think we're too close to the freeze to do
this. The last thing we need is mail forwarding being bollocksed up for
a few hours right now.

A fair objection. I've got the configs ready, I see no real reason to
deploy them now. We can wait till after F9. Its certainly not a blocker
for the release and the risk is a real one.
