Default flac to ogg/mp3 conversion script - ok to package for Fedora?

It is okay to include such scripts, because an MP3 codec itself
is not included ... and because the script can convert to audio formats
other than MP3, too, so it isn't entirely useless if the MP3 tools
are missing.
