Is it OK include a compiler (eg gcc-c++) for a "-devel" subpackage? If there is no guideline from which you can conclude it should not be done, then the guidelines should be adapted, I think. Why do you want to do that? * Only to have some piece of software installed, which can handle the (C++?) source code? Then no: You should not do the choice for the user, how to use the header files. * Your devel subpackage calls "g++" via some included scripts, then it would be ok, I think. As far as I know, compilers are not usually in the (automatically generated) runtime dependency list of a -devel subpackage.
