Is it OK include a compiler (eg gcc-c++) for a "-devel" subpackage?

It is redundant [1] however there is no guideline that prohibits it so
I guess it is OK.

If there is no guideline from which you can conclude it should not be
done, then the guidelines should be adapted, I think. Some guideline
should say that only dependencies that are needed by the software in
the package are allowed.

I'd say, it depends on the use case...

Why do you want to do that?

* Only to have some piece of software installed, which can handle the
(C++?) source code? Then no: You should not do the choice for the
user, how to use the header files.

* Your devel subpackage calls "g++" via some included scripts, then it
would be ok, I think.

The packaging guide prevents us from using a compiler as a BR, because
it is part of the basic build environment anyway. But using a compiler
as a runtime requirement should be OK. As far as I know, compilers are
not usually in the (automatically generated) runtime dependency list of
a -devel subpackage.
