Thanks. I remember having a long discussion about this with Mark while
he was still living nearby, but none of it is documented on the review
ticket unfortunately.

FWIW, the intent here was to remove any doubt that the copyright holder
had given licensing permission, to the extent required if a hypothetical
case ever went to court.
