Default license change for perl-DateTime

I've just bumped perl-DateTime to the latest upstream version in
rawhide. This brings a license change from "GPL+ or Artistic" to
"Artistic 2.0 and (GPL+ or Artistic)".

I'm also looking at unbundling DateTime::Locale and DateTime::TimeZone
from the perl-DateTime rpm so with luck, this should change to
"Artistic 2.0" in the near future.
