I would say only if the change in the Source0 resulted in using a
different source file, ie, if the md5sum changes of the thing you are
building.

Project URLs changed. Fixed in CVS, not rebuilt.

(But why was this BADSOURCE? Checked, and both tar files at old url

http://httperf.googlecode.com/files/httperf-0.9.0.tar.gz have the same
md5 that is also in the sources file.)

In this case, the upstream server uses a mismatching certificate, not
sure what to do here besides asking upstream to use another
certificate.

Looks like the hp server had some issues and gave up a broken version?
