Default Reopening bugs

Is there a way to reopen an existing bug in Bugzilla? The following bug got
fixed in F9 but apparently the patch got dropped in the new udev versions
in F10 so the problem is back again:

Cd tray is closed automatically after ejecting

Yes, you simply change the status to ASSIGNED again. Being you might
not have the required permissions, I did this for you.

Default Reopening bugs

Lately, I've seen lots of old and fixed bugs reopened because people
have a different bug with the same symptoms, and request reopen. It's
very annoying, because you have a bug report with lots of unrelated
information on actually different bugs. Also, the original closing
message gets lost. I am unable to see who reopened a bug, so I don't
know who keeps doing it - but please don't.
