Shortly before F-10 GAs. Rawhide tracks a release almost until the very end of the cycle.

As soon as we can wrap up Fedora 10 -- think of it as motivation to help
fix blockers :-) If we switch rawhide over earlier, then we make it
somewhere between very hard and impossible to get testing of the final
bits for F10

I pushed the changes to CVS, thought I'd sent a build to koji but may
have missed it. Will check when I get home.

ekiga-3.0.1-4.fc10 is tagged f10-final so it should be showing up in rawhide.

Same as it has always been When the current release is done. The day after
F-10 is out the flood of builds for F-11 will be released.
