Do I need to talk to anyone in particular to get a Mono SIG set up or is
it just something I can do?

You just do it. Announce that you're starting a SIG (on f-a/f-d-a is
fine) and set up your SIG page in the wiki. How you proceed from there
is up to you. Some have a mailing list, others go without, etc.
