I noticed that the "GNOME Software Development" yum group in F15
features a lot of GNOME 2.x libs and tools, but GNOME 3.x isn't
present there. Is there a plan to change this group content in Fedora
16? (Is that even necessary, or am I looking in the wrong place?)

Looks reasonable.
I'd probably add gnome-desktop3-devel libgnome-keyring-devel and maybe
gobject-introspection.
