action sorting tweak
 

In some cases, the action to create an extended partition can end up
not getting sorted properly, partly because we add it to the end of
the list right before sorting the actions. This patch modifies the
sort by pushing create actions on partitions earlier in the queue
than create actions on other devices, except for those that will
contain a disklabel.
