Good choice! As a KDE SIG member and author of KDM/KSplash themes I
can help you with implementation issues - take a look on kde-settings,
spherical-cow-kde-theme packages.

What we do now is that we just set default wallpaper for every KDM/
KSplash release. There was time when I was playing with it but it's
really time consuming. Especially with all theming support - it was
hard to achieve nice results.

But there's new possibility of interactive QML based KSplash I'd like
to investigate.

Just follow the Fedora schedules to deliver packages in time for Fedora
release.
