Default Koji policies

I am attempting to setup koji in a test
environment and would like to allow users to add packages to tags without
having admin rights. I found http://fedoraproject.org/wiki/Koji/Policies

but have been unable to configure a
policy for my purposes. Any help would be greatly appreciated.

I have updated the wiki page with information on the newer policies. The
package_list policy should do what you want.
