Default RFC: Replacing pages on the wiki

Kevin Fenzi has been working on replacement pages for the wiki:

These pages will go live on 2010-03-13

after that set ones for the FAQ and History_and_philosophy_of_EPEL .
All other pages will be archived to avoid confusion.
