I'm preparing rpmdevtools 6.8 for EL-5, and there's one missing build
dependency: help2man. I think it should be a trivial one to add/maintain in
EPEL.
The Fedora maintainer has indicated that he's not interested in EPEL. I'll
take it if nobody else chimes in this week, but I'd prefer if someone else
would take it. Anyone interested?

I am interested, too.
As a side note, I think that it should be in RHEL proper since
it may be used to regenerate the texinfo man pages.

have placed a package review request for a help2man EL-4 and EL-5 cvs
branch to be opened.

Got the cvs branch made today (thanks Kevin!) and i went ahead and
submitted a build to plague.
Now we wait for the sign and it should be good to go. Let me know if
there are any issues.
