Default bio-cgroup: Remove a lot of "#ifdef"s

This patch is for cleaning up the code of the cgroup memory subsystem
to remove a lot of "#ifdef"s.

Default bio-cgroup: Remove a lot of "#ifdef"s

This patch is for cleaning up the code of the cgroup memory subsystem
to remove a lot of "#ifdef"s.
