Default Perform ext3->ext4 filesystem migration if ext4migrate is given (#484330).

Looks fine (assuming that these were the tune2fs things sandeen said
should be twiddled)

That's the only thing he said really needed to be enabled according to
484330. uninit_bg was also suggested, but there was no concensus as to
whether it really needs to be enabled.
