Default Changes for i586 builds

Here are a couple changes necessary for our new i586 package sets.

upd-instroot gets to learn about i586 to take care of openssl/glibc

mk-images translates all i?86 to i386 for things like keymap overrides,
and so that it can import the mk-images.x86 functions (and thus create
boot.iso which is currently missing).

Once grub gets built i586, mk-images.efi will need updating to take that
into account.

I've tested images made with these changes and got all the way to
package install.
