Search the archives to find out why such filters are not in place.
Look at the code of conduct for this list to find out why your mail is
just as OT as OP's .
Please complain about misconduct to OP privately and don't increase the
the noise by complaining to thousands of subscribers who behaved well.
Unfortunately, not all problems caused by misbehaviour of individuals
can be solved in an automated manner. Sometimes it is better to work
towards avoiding misbehaviour (ie. telling OP privately) instead of
working around it with filters, etc.
