dpkg -D33 --configure dirmngr

OK, that is a known bug. (Your first message suggested that dirmngr was
started successfully again, therefore I initially suspected it might be
something else.)
You can look at this bug report
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=495437
and try to apply the proposed patch to /etc/init.d/dirmngr, then "stop"
should work again. Let us know if you need more help with how to apply
the patch.

It rather seems this is a bug in lsb-base that has just been fixed,
namely http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=495587.
Zaki, can you install lsb-base version 3.2-20 and retry?

Dear Sven, when I choose testing, the lsb-base version which installed
is 3.2-19 Then I choose to change to unstable. Actually it's not good
