Bug#689942: Workaround
 
The workaround given in the error message does not work
(MODULES=most is already set), but I managed to get it
working by issuing
# ln -s sda1 /dev/root

(although this is most likely not permanent)

No it is not, to double check use:

grep -r MODULES /etc/initramfs-tools/

but I managed to get it

your handcrafted fstab looks wrong.

You are right! /etc/initramfs-tools/conf.d/driver-policy contains

# Driver inclusion policy selected during installation
# Note: this setting overrides the value set in the file
# /etc/initramfs-tools/initramfs.conf
MODULES=dep

Changing it to =most also fixed the problem, thanks!

Double checked and taking it back the hook-functions only deals with uuid,
but not with the LABEL you used, so clearly a bug for MODULES=dep.
I will see to come up with a patch next days.
