Bug#651629: sky2: interface silently fails to set MTU if interface is down

When attempting to change the MTU of my eth0 interface, which is running the sky2 driver, it exhibits the following behavior:
1 ) If the interface is down, ifconfig returns no error message, but typing `ifconfig eth0` again shows the MTU has not changed.
2 ) If the interface is up, ifconfig returns no error message and the MTU is set correctly.
This threw me off not long ago when attempting to diagnose an issue with my LAN's MTU. Either a fix allowing the MTU to be changed while the interface is down or a fix to show an error would be adequate.
