Bug#521646: Not possible to rebuild debian/control

Followup-For: Bug #521646 Hi, the problem still exists in the current release of linux-kbuild-2.6. Simply adding a new entry to the changelog and invoking 'debuild' without any parameters will gencontrol let fail rebuilding debian/control. If the changelog isn't altered, the package builds fine.
