heartbeat think that nfs is stopped, but when trying to unmount

up and reboots the server, it fails since nfsd is still locking files in

Are you sure that nfs-common (statd) is also stopped when you try to
unmount the shared disk?

Can you give the output of lsof /var/lib/nfs before the unmount?
