Default Bug#590022: lilo: Needs to install kernel and initramfs update hooks

Severity: serious

lilo can no longer rely on explicit support from kernel packages or
initramfs-tools, and must install hook scripts. The policy for these
is documented in:

Shell: /bin/sh linked to /bin/dash

ii libc6 2.11.2-2 Embedded GNU C Library: Shared lib

lilo recommends no packages.
