For example:

# echo foo > /etc/modprobe.d/blacklist.conf.dpkg-new
# update-initramfs -k all -u
update-initramfs: Generating /boot/initrd.img-2.6.32-2-amd64
[...]
# mkdir init ; cd init
# gunzip -c /boot/initrd.img-2.6.32-2-amd64 | cpio -i -d -H newc --no-absolute-filenames
47936 blocks
# ls etc/modprobe.d/
aliases.conf blacklist.conf blacklist.conf.dpkg-new fbdev-blacklist.conf
