hppa? If so, wouldn't that break d-i (e.g., loop-aes for crypt
partitions?)
Also - what makes the ABI of the hppa kernel any less stable than the
other architectures?

Yeah, but the referenced justification is invalid - this isn't only
for proprietary modules and risks breaking modules required by d-i.
