I don't know the state of the Debian packages, but for < 3.3 we carried
a patch in Fedora to automatically add the ~/.eclipse/<blah> site and it
was picked up upstream for 3.3:

I usually install my plugins via the Update Site in Eclipse (if
possible) which works well and the plugins get installed in
~/.eclipse/org.eclipse.sdk.ide/updates/eclipse/plugins.

There also exists a directory
~/.eclipse/org.eclipse.platform_3.2.0/plugins which seems to be the
place where user-plugins go to. I didn't test it, though. You can try
dropping your plugins into that directory and restart Eclipse.
