Default Disable Encryption on SW RAID (#771901)

The Software RAID button was allowing encrypt to be selected. This
adds a check to createFSTypeMenu that makes sure it is disabled if
the dialog is created with software RAID selected.

This looks okay, though it has been an awful long time since I looked at
RHEL5 anything.
