Default Guidelines for source control management

Hi,

I've touched many packages in the past weeks and found several package
that I could not change easily or could not change at all. That is not
the idea behind Debian - to make changes hard. That is why I have
started writing down some guidelines at 3 wiki pages:
- http://wiki.debian.org/Java/JavaVcs
- http://wiki.debian.org/Java/JavaSvn
- http://wiki.debian.org/Java/JavaGit
Please read these pages and send your comments / questions. The
rationale is that I want to file bug reports against packages that do
not follow those guidelines and do not document their rules/workflows
in README.source.

I have some comments:

> Packages SHOULD implement a get-orig-source target in debian/rules if
possible

I think we only need get-orig-source if debian/watch isn't enough to get
the source.

> QUESTION: should the patches be applied or unapplied by default?

I vote for unapplied by default. This makes merging new upstream
releases easier.
