Default Phpmyadmin setup under Apache

By default access to /phpmyadmin/setup is denied in Apache configuration.
Please edit /etc/apache2/conf.d/phpmyadmin.conf and add your IP to <Files setup.php> </Files>

How can I get rid of this, or how can I log into phpmyadmin/setup?
