Actually even on xen3 (Debian Lenny) this seems to work as described:
[root@animal][~-01:22] xm info|grep total_memory
total_memory : 8183
[root@animal][~-01:22] cat /proc/meminfo | grep MemTotal
MemTotal: 3008512 kB
