The 3 commits marked (*) also affect code path that are used by the
current source format but they changed dpkg-source to be more tolerant
with the input. They do not change its output and are thus safe. This
code has been used in some archive rebuild already.
FYI, dpkg 1.14.21 is already in the pipe with two other changes that must
go in lenny.
