Default make tar*-pkg considered dangerous

Well, this is both a bug in Fedora IMHO, and (objectively) a fault
of the users to not use “tar xzphf” for extracting.

“It is inappropriate to require that a time represented as
seconds since the Epoch precisely represent the number of
seconds between the referenced time and the Epoch.”
