Either you do proper bug reports or you stop sending these things to
debian-devel@.
The proper bug reports you are planning to do; do not send them to
debian-devel@, they will get here if needed be. Send them straight to the
bug tracker.

I was always under the impression it was worth checking with others before raising a bug, and keeping
the volume of bug request down.
I joined the list as I wanted to contribute something albeit regarded as a waste.

You missed my point with doing "proper bug reports". This is a good read

Discussing issues are great and all but you should direct the discussion
to the appropriate list. In some cases d-devel@l.d.o is the correct list
in most cases you can narrow it down to one of the lists specific topics
like d-boot@l.d.o for debian installer.
