This works if it is for both okular and xpdf and bug resides in both of
them. Do you see thae same in evince?

But as I understand, actual PDF rendering is done in libpoppler5 for
these. If you file one of it, it is more likely to be forwarded to
libpoppler5. (I am one of xpdf maintainers)

okular uses libpoppler-qt4-3 which depends on libpoppler5.
Even more convoluted for evince.

Thank you for the detailed answers! I found several other viewers with
the same problem, so I'll file the bug under libpoppler5 and leave it
to the experts to find the right assignment.

Evince and some others works fine, details in the bug report.

Which doesn't mean, that there won't be a new maintainer in the future,
who is willed to address these bugs.
