No, it isn't. It's _a_ primary mirror, but the "prime" mirror is
ftp-master.debian.org.

Technically, it's not a mirror, for two reasons: it doesn't have a
public copy of the archive, and it's the master, so it can't be a mirror
(of the master). So that's why it's not listed on the mirrors list.
The reasons for this have been discussed to death, and I'm sure you can
find them in the archive somewhere.
Updates of the archive are done by push mirroring to certain primary
mirrors, and then secondary and leaf mirrors pick up from those
primaries. The mirror list (or one of them, at least) has a list of
those mirrors which are primary.

You seem to be describing ftp-master, not ftp.debian.org. "ftp.debian.org"
exists expressly to be a public mirror.
