Description : Build Debian cross toolchain.

`buildcross` is a tool to build cross toolchains from Debian source packages.

I would like to upload to Debian archive (experimental at the moment) a tool I have been using to build cross toolchains. This tool will eventually gain more functionalities and capabilities. This package is meant to replace `emchain` script from `emdebian-tools` package (also deprecated).
