(For the sake of future readers: Bug#551789 relates to a data file
having been split from one file into several.)

What does this have to do with ‘debian-legal’? Please either be more
explicit as to why you think it's relevant here, or refrain from the Cc.

I was hoping someone on debian-DEVEL could speed the process with a NMU

Sounds like the unicode-data unihan.txt split is an upstream change
that is intentional:

http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=551789#10

I think this bug should be reassigned back to the unicode package and
changed to severity important, it needs to be adapted to the latest
upstream formats and probably also handle the old format too.

If you want a workaround until the bug gets fixed, install the older
version of unicode-data from snapshot.debian.org, temporary URL is:

http://stabile.debian.org:5001/package/unicode-data/
