Default cluster 3.1.1 stable release

Welcome to the cluster 3.1.1 release.

This release contains dozens of bug fixes and improvements, including
dbus notifications of cluster events, that in conjunction with project
Foghorn, they can be translated into SNMP events.

The new source tarball can be downloaded here:
