Default Initialize useIPv6 device setting (#713120)

We need to set the default (which is "yes") also in cases when
network is not activated in loader and kickstart is not used
(i.e. interactive DVD installs).

Ack, but check your tabs and spaces. The lines in this if block are
indented with two tabs, then 4 spaces. Yes, it's old ugly code but keep
it consistent.
