Default yum in CentOS 3.9

I need to support 3.9 for another while and thought I would set up a local
repo with base and updates merged into one. How can I update repodata?
I don't see createrepo in 3.9.

I never used createrepo...
I just copied the 'os/<ARCH>' forlders from the DVDs, and rsync the 'updates/<ARCH>' folders from a mirror...

centosplus for c3 has it, along with the yum-2.4.3-4.centos3 version
otherwise the 'base' version is still using yum-2.0.8-2.centos3.
