I guess there's missing package within the update repository. As we have

openssl-0.9.7a-43.17.el4_6.1.i586.rpm 18-Nov-2007 22:59 1.1M
openssl-0.9.7a-43.17.el4_6.1.i686.rpm 18-Nov-2007 22:59 1.1M
in the base repo. I can see only
openssl-0.9.7a-43.17.el4_7.2.i386.rpm 23-Jan-2009 22:36 1.1M
openssl-0.9.7a-43.17.el4_7.2.i686.rpm 23-Jan-2009 22:36 1.1M
in the update repo.

OK, Akemi, I did not use the mantis this time. I have reported other
package which should be upgraded too
