emacs-epg removal

Hello I maintained emacs GPG mode for several years:

Since emacs v23 it entered upstream, but I waited for all emacs and
emacs-nox users to catch up.

We are now on emacs v24, no point in keeping this emacs v22 package
around. Can you remove it? Thanks.
